William J. Harness has served as Chief of Police of the Conroe ISD Police Department since May 1996. Chief Harness is retired from the Houston Police Department after twenty years of service. He also served two years with the Houston ISD Police Department as a Captain. Chief Harness is currently serving as the past President of the Texas School District Police Chiefs Association, a member of the National Association of School Safety and Law Enforcement Officers, a member of the International Association of Chiefs of Police, a member of the Association of Texas Professional Educators, serves on the Police Activities League (PAL) State Executive Advisory Counsel, serves on the executive board of the Dispute Resolution Center of Montgomery County, serves as a National Youth Sports Corporation PAL Evaluator, as well as serving on the Fight Crime: Invest in KIDS, Texas Advisory Committee. Chief Harness's educational achievements include a Bachelor of Science in Criminal Justice from the University of Houston and a Master of Science in Criminal Justice Management from Sam Houston State University. He has taught at Houston Police Academy to Police Cadets, as well as provided training to fellow officers. He has served as an adjunct professor at the local college teaching criminal justice courses. With his knowledge and experiences, Chief Harness has conducted many workshops relating to topics dealing with Safe Community, Safe Schools: Policing in an Educational Environment.
